November 6, 2018 – The Sangguniang Bayan approved on third Reading the Ordinance Regulating the Riding or Transporting of Children on Motorcycles Along Roads of the Municipality of Lamut, otherwise known as the Municipal Motorcycle Safety Ordinance for Children.
The principal author, Honorable Reneboy D. Millano, in his sponsorship remarks, averred that all throughout his adulthood, he had been witnessing motorcycles transporting children. This scenario, he said, is very scary and alarming, knowing for a fact that kids lack the development skills to pay attention and properly secure themselves while riding a motorcycle. Children are more excitable an have the tendency to move more than an adult passenger. They may even play games by sticking their hands out in the wind while riding a motorcycle. This prompted the author such kind of ordinance to serve as a precautionary measure to prevent motorcycle accidents involving children. This Ordinance strictly prohibits driving of motorcycle with a child on-board without wearing the prescribed helmet, unless one of the following conditions is met:
- The child’s feet can comfortably reach the foot peg of the motorcycle;
- The child’s arms can reach around and grasp the waist of the driver; and
- The child is accompanied by an adult.
The Ordinance imposes penalty for any violations as follows: a.) first offense – PhP300.00 or eight hours of community service; b.) second offense PhP500.00 or eight hours community service; and third offense – PhP1,000.00 or sixteen hours (2 days) community service.
The Sangguniang Bayan hopes that the implementation of this Ordinance would eventually prevent motorcycle accidents involving children. #lntm
