September 6, 2018 – Recognizing the important role of the Bureau of Internal Revenue (BIR) in nation building, and at the same time to support said bureau by alleviating it from its leasehold obligations, the LGU, represented by the Local Chief Executive, Atty. Mariano B. Buyagawan, Jr., as authorized by 18th Sangguniang Bayan after passing Resolution No. 2018 – 18 – 055, signed the Deed of Donation in favor of the BIR.
The passage of the above-mentioned resolution is in response to the letter request forwarded by the office of the Local Chief Executive, Atty. Mariano B. Buyagawan, Jr., seeking authorization, for him to sign the Memorandum Of Agreement with the BIR, in-behalf of the LGU, said letter was referred to the Sangguniang Bayan on November 21, 2017. The BIR originally requested for lot with an area of one thousand (1,000) square meters which prompted the Sangguniang Bayan to invite Atty. Arland L. Davis, the OIC-ARDO of BIR Lagawe, considering that the LGU has several proposed buildings to be constructed in the same area and has already made prior commitment with other proponents. After a sequence of dialogues and negotiations both parties finally settled for a lot donation with an area of five hundred (500) square meters.
The BIR, an attached government agency of the Department of Finance, which was created through the passage of Reorganization Act No. 1189, dated July 2, 1904, is lodged with the powers and duties to assess and collect all national internal revenue taxes, fees, and charges, and enforce all forfeitures, penalties, and fines connected therewith, including the execution of judgments in all cases decided in its favor by the Court of Tax Appeals and the ordinary courts.
Aside from considering the lot donation as an act of liberty and generosity, the LGU also firmly believes that construction, and consequently the establishment of a Revenue District Office in the municipality, will definitely boost business and commerce and hopefully will attract more investors from neighboring municipalities and provinces.
