The Municipality of Lamut, Ifugao garnered the 2nd Place LGU Luzon winner of the “Red Orchid” achievers award held on June 18, 2014 at Hotel Elizabeth, Baguio City . The Red Orchid AWARDEE presented to the Municipality of Lamut for the distinction as a Red Orchid Awardee having garnered a total score of 103% based on the Department of Health’s set criteria for implementing a 100% Tobacco-Free Environment and following the World Health Organization’s “MPOWER” Framework. The certificate of recognition was signed by the Honorable Enrique T. Ona, Secretary of Health.
The “Red Orchid” Achiever’s Award is given to cities and municipalities enforcing their anti smoking ordinance. The Municipality of Lamut under the leadership of Mayor Mariano B. Buyagawan, Jr. immediately after he took hold of the reign of authority as Mayor of Lamut implemented the dormant Municipal Ordinance no.1, series of 2011, otherwise known as the Anti Smoking Ordinance sponsored by Councilor Brenda M. Sawad. Mayor Buyagawan issued Executive Order no. 17 creating the municipal implementing task force for a smoke-free municipality. With this, he organized the Peace and Order Safety Aide (POSA) and deputized all Barangay officials, Government Officials including Job Orders, Security Guards and other civic minded citizens to implement the anti smoking ordinance. At press time POSA was able to apprehend 398 anti smoking violators with penalty amounting to PhP43,800.00 , 179 hours community service and issued 219 citation tickets.#
