Lamut, Ifugao-Sixty five (65) residents of Barangays Panopdopan, Umilag and Holowon
recently petitioned the municipal mayor of Lamut, Ifugao to reconsider the memorandum on individuals selling bottled gasoline at Panopdopan, Lamut, Ifugao for the reason that the availability of gasoline at Barangay Panopdopan is a great help to the farmers who need not travel to Poblacion, Lamut just for a liter of gasoline.
The petitioners from the three adjacent Barangays pleaded to the municipal mayor to
formulate regulations in the selling of petroleum products in the barangay instead of a total ban in the selling of paid products.
Upon receipt of the petition, Mayor Mariano Buyagawan said that their manifestations are well taken and considered but he will maintain his stand on implementing the laws of the land for the sole reason of public safety.
The Local Chief Executive said “choosing between safety and convenience, the former
prevails over convenience. It is better to prevent imminent disaster, death or health of our people selling bottled gasoline than the benefits of lesser price or inconvenience of our people in need of gasoline. Being your mayor and a good father in a family exercising extra-ordinary diligence, I will not allow the possible incident of disaster, death and injury to our constituents by reason of selling illegal bottled gasoline. By this reason, I am asking your consideration to bear with me for the great inconvenience that may be caused by the stoppage of selling bottled gasoline.”
As for the request for the formulation of a regulation in the selling of gasoline in the
barangay, the mayor said that he is just implementing republic act 8476/RA 8180 as amended by Batas Pambansa 33. He further said that he cannot just formulate a regulation or change the provisions of the laws and neither can the Sangguniang Bayan do so.
