Mayor Mariano B. Buyagawan, Jr. during the regular meeting with the Peace and Order Council Last June 14, 2014 issued Executive Order No. 18 mandating the Philippine National Police (PNP), Barangay Officials, POSA, Security Guards and all deputized enforcers to accost and require all motorcycle riders not to wear their helmets within the town proper, Barangay communities, government or private compounds and buildings and to apprehend all motor vehicles without valid plates.
The Local Chief Executive had been receiving verified reports of the lawless elements riding on motorcycles and masked with helmets to avoid identification in their Modus Operandi to commit crimes. Barangay officials also reported that they have seen closed light vehicles without plates in their Barangays. The apprehensions of the town people of Lamut is the aftermath of the killing of Ifugaos in the province of Nueva Vizcaya and moreso with the unsolved murder case of former Lamut Councilor Benedicto B. Manaol, Jr. at Baretbet, Bagabag, Nueva Vizcaya on June 2, 2014.
Mayor Buyagawan issued this executive order pursuant to Article 87 of the Local Government Code in order to carry out such emergency measures as may be necessary during and in the aftermath of violence where community peace and order is at stake.#
